Open up admin tools>services,find the firewall (ICF) right click on it and
select properties.Click on the dependantcies tab.
All of these other services also need to be running foe the firewall to
enable.

additionally, check the system event log (in eventvwr) for any errors that
might have more specific information on why the service can't start.
 
I was having the same problem. I opened admin tools, but could not find the
ICF. The only things I have are: Component Services, Computer Mgmt, ODBC,
Event Viewer, Performance, and Services (my Norton Utilities). Any other
ideas?
