recently the security center notice showed up on my task bar telling me that
my firewall is off. when i click on recommendations and click enable it says
it was unable to turn it on and to try it from the control panel. so i try it
from there and i get a message saying the firewall settings cant be displayed
because the associated service isnt running. and asks if i want to start
windows firewall/internet connection sharing service. so i click yes and i
get a notice saying it couldnt start. this has just recently happen, please
tell me whats wrong!

Have a look if the ICF service is set to Disbaled, if it is enable it. Are
you saying that ICF was working and you've just recently got this problem?
If you've got SP2 installed have you just done a system restore? If you
have try reinstalling SP2 again and see if that helps.

Why would anyone use a M$ firewall?
Number One on my list of people I don't want inside my computer under
any circumstances is M$. Trusting a M$ firewall to block access to M$
is...well...optimistic.
Ditto for a M$ browser component with unfettered internet access.
ANYTHING that connects outside your computer should be third party.

Hi

Please try this:

Start/Run --> cmd.exe

and then, in the command prompt that opened up, type:

netsh.exe winsock reset

and hit Enter. Follow prompts and reboot.

If that didn't work, see if registering the following DLLs helps:

From Start/Run, run the following commands:

regsvr32 %windir%\system32\atl.dll

then

regsvr32 %windir%\system32\hnetcfg.dll
regsvr32 %windir%\system32\netshell.dll
regsvr32 %windir%\system32\netcfgx.dll
regsvr32 %windir%\system32\netman.dll

Then do a reboot.

Please post back what the outcome was :-)

I've no idea but I'm just trying to answer his question.

any circumstances is M$.

Rather difficult as the o/p is using Windows.
Trusting a M$ firewall to block access to M$
is...well...optimistic.

The MS firewall won't block access to anything outside his PC as it doesn't
have that facility that's why I use other products to block any malware.
Ditto for a M$ browser component with unfettered internet access.
ANYTHING that connects outside your computer should be third party.

That is, of course, your choice.

OK, you're paranoid. <g>

Thanks man, i followed ur first suggestion and when i rebooted i didnt get

i did when i did that command. thanx

I have this same problem, appearing after I downloaded Microsofts AntiSpyware
program, ....that was OK...then I downloaded Photostory 3 and upgraded media
player and a couple other things. Then when i ran the anti spyware i deleted
everything it said was a threat and thats when the firewall was disabled. I
will try your fix to see if it works for me. I evidently deleted something
classed as a threat that was needed for somethig. Hope your fix works

Hi

The source of the problem is, a malware dll have hooked itself into
the TCP/IP Winsock system as a Layered Service Provider (LSP). When
MS Antispyware removes this DLL, Winsock gets messed up, and the
WinXP SP2 firewall will not start.

This should fix this issue:

Start/Run --> cmd.exe

and then, in the command prompt that opened up, type:

netsh.exe winsock reset

and hit Enter. Follow prompts and reboot.
