I'm using windows xp pro sp2. I'm not able to change the firewall setting and
there's a message saying it is controlled by group policy. With this problem,
I'm not able to change any setting and others computer in the same workgroup
are not able to access my computer.

Hi,

Well if your in a workgroup first place to look if you think it is a
policy issue is your local computer policy.
ComputerConfig/Administrative Templates/Network/Network Connections/
Windows Firewall

Good luck
