firewall not strating

i am getting the message of not able to start the ics service and when i
look at the windows running serviece list.. i do not even see it in there
i used to have macfee security in till i recently removed it.. now want to
turn windows firewall on and can not. i evne tried the net sinxok reset
and still can not get the ics service to start

also quite offten latly when i use fast user switching it wont let me
switch to the other user have to try like 5 time before it will let me..
but other times it lets me shitch on the first attempt


BUT how do i get the ics service to reappear in the service list

Thanks for the help there it does partly help.. But i still now need to
figure out why when i go to switch users some of the time it will come back
with message that windows can not switch user...

this occurs once in a while and yet not all the time. but when it does if
i try like 4or 5 times then it will let me switch users..
It not consitant when it does it. so makes it hard to diagnose.
BUt thanks i did get windows firewall to finally come back on line..
thats one less problem for me .
 
Thanks for the help it does now let me load windows firewall fine ..
but i still get the error that it can not load user after switching users
to other account .. fast user switching.... it only hapens once in a while
and not regularly.
Makes it hard to diagnose.. it may let me switch on the first try or may
have to try like 4 or 5 times to swhitch users..
Any ideas as to what may prevent it woud be helpfull thanks
