Firewall keeps turning off

I am frequently getting a pop-up, at least five to ten times in a one
hour period, which says that my computer security may be at risk
because of no firewall. It tells me I can correct the problem by
clicking the balloon. I do so, reenabling my Firewall, only to have it
happen again in about ten to twenty minutes. My antivirus software is
Trend Micro Antivirus and I have Webroot Spy Sweeper. Why is my
Firewall turning itself off and what may I do to keep this from
happening.

Restart Windows, and then run this command (from Command Prompt):

NETSH FIREWALL RESET

= Open a Run command and type:
Services.msc click [OK]
On the services control panel make sure these serives are Automatically
started.

Security Accounts Manager
Security Center
Server
Close the Services control panel and Reboot your machine.
