Firefox 2.0 staying on top?

I've recently come across a bug in Firefox 2.0 where the Firefox window will
stay on top of others, even if the other have focus. If I minimize and
restore Firefox, it acts normally.

I've tried a few different themes and disabling all my extensions but it
still occurs.

Any idea why this is happening and how to stop it?
