The libpng vulnerability _does_ affect Internet Explorer, but
AFAIK nothing has been done to fix the situation.

Before, I was encouraged to reinstall Firefox when upgrading. Does this
advice apply to ALL upgrades, or just 0.x level upgrades (like 0.8.x to
0.9.x)?

I've successfuly installed 0.93 over 0.92.
