Finding the security tab

The XP Pro OEM version of my new machine is different than the XP on my
company laptop. I need to be able to set security settings on files and
folders for specific users (right now the whole world has full control).
In the past, one just right clicked on a folder or file and clicked
the security tab. IT is not there. I do have it so users have to
actually provide a password to log in, but the tab is not there. I know
I have run into this before and I had to select a check box somewhere,
but I cannot remember where that is. ANyone know??

I do wonder whose bright idea it was to make machines not on a domain have
everyone as an admin and no passwords by default.

Because on a lone workstation, the primary user is the admin, unless they
don't want those rights, and it is up to the user, not Microsoft, to
determine what rights people have in the level of PC usage. You wouldn't
want the inital setup to make you a limited user, with no means to get to
the admin account, would you?
 
No password by default means Windows XP Home, normally less need for
security at the keyboard than Windows XP Pro intended for more professional
use.
On setup, Windows XP Pro asks for a password.
Also if you have OEM such as Gateway, HP, Dell, Compaq etc, they and not
Microsoft determined the settings they ship their computers.
