Finding out what created folders, etc....

I am curious to know if there is anyway of finding out info on created
folders. Example: I was running through my system and found folders that I
have no idea what program created them. I've clicked on properties but there
is no real info on them.

One way : delete them to the recycle bin , leave for a couple of weeks
, if no errors , then delete permanantly .
Or , create a folder , drag and drop , and if needed rturn to original
folder .
