When I try to access my archived files I get a message that says these files
are used by the operating system....if you still want to open...click open
with, etc. I choose Outlook, but it still won't let me in.

You cannot directly open these files. Yoú'll have to do that from with
Outlook through;
File-> Open-> Outlook Data File...

Thank You, that worked great.
Now I have another question. Can I save emails and journal entries in
separate folders?

Their are doing that already, or do you mean separate pst-file? In that
case; no. Why would you want that?

I guess I am confused about how archived files work. I just thought that
both my emails and journal entries would be co-mingled into one big file that
would become a big mess. Actually all I really want to archive is journal
entries. I save any special emails separately to a hard drive folder.

You can set individual acchive settings by right clicking that folder->
Properties-> tab AutoArchive
This way you can also set different archive pst-files for each folder (not
recommended)
