Finding a working Time Service

I'm having a terrible time locating a working/available to general public
time server. My latest attempt was the four servers listed as USNO time
servers for the Pacific time zone. No matter which I choose to list first, I
get an event that a time server could not be reached and then one that it
aborted the time update becuase it was earlier than 1995. Does anyone know
of any valid time servers on the Internet so my time server can get the time
from it?

The NIST time server !

I use it and it works great !
 
So, what you are saying is bag the w32time in windows 2000 and download and
use this software? If I do that, will the other servers still be able to get
the time via W32Time?
 
This one did not work for me either. Could it be something else?
Are you sure you have opened port 123 UDP/TCP? These are used for the NTP.

Yes, the port is open. My time server has been working for years literally.
It started getting errors about 3 weeks ago, but I haven't had time to work
on it until today.
 
When you view the logged events in Event Viewer (double-click them in the
right-hand pane) in the upper right corner, third button down is a copy to
clipboard, then you can paste in the body of a reply message.

You can use the NIST time server which uses that standard NTP protocol on TCP port 123 uses
MS software or the NIST software.

Once the server has the correct time you can sync. the other systems to that server.
