find next blank record upon open of form

I wanted to know if there was a way that a user can navigate through a form
with around 150 records- stop at about the 80th record and close the form.
When they open the form again- I would like for the last record they looked
at to be on the screen.
OR
I would like for the next BLANK record to be on the screen. In order to
achieve this, I figured I would need to have something set up to to "find
next record"-

I couldn't get that to work. The first part worked- but it isn't opening to
the same record- any ideas?
