Probably the setting "Tools > AutoCorrect... (tab "AutoFormat while
typing") > Replace straight quotes with smart quotes" is to blame. It
should be unchecked; else Word will put in typographic (smart, curly)
Englisch quotes.
But if you want to put in French quotes, it may be simpler to format the
text as French, and let "Format > AutoFormat" do the work. Disable all the
"Options..." except the one to replace straight quotes with smart quotes.
This will also put in the non-breaking spaces that are customary.
Or try a wildcard search (check "Match wildcards"):
Find what: "([!^13]@)"
Replace with: ^0171^s\1^s^0187
171 and 187 are the codes of the French quotes, and ^s is the non-breaking
space.
