Filters to convert photos to drawings or cartoons

As I lurk here I periodically come across requests for photo programs or
filters that will produce a "hand drawn" effect for digital photos.

I've recently re-discovered the XERO set of filters available from:
http://www.xero-graphics.co.uk/index.htm

They come in four downloads and feature a wide variety of effects, including
many which produce hand-drawn or cartoon-style effects. The author also
makes available some tutorials for download, although most of the filters
can be quickly figured out via trial and error.

Although these are Photoshop filters they will work equally well in the
freeware image viewer, Irfanview, provided you have downloaded and installed
the Irfanview plugins.
