Filtering SMTP traffic with extreme prejudice

I want to block any SMTP traffic on my Windows 2000 Advanced server trying to
go out to 69.42.112.* (0-255). Without going the route of buying firewalls,
etc, etc, how can I filter these out with the tools Microsoft has given us to
use?

This is .1: gw112-gigE.saveinternet.net [69.42.112.1]

Why not just add a zone to your DNS and point saveinternet.net to 127.0.0.2?
