filter keys

Can someone tell me what these are and how to turn them
off and on. I accidentially caused this to first lock my
keys so they moved extremely slow, then , in an attempt
to correct that, now I can't hold down the shift key and
get a cap.
 
1. Open XP's "Help and Support Center".
2. In the Search box type: FILTER , and hit enter.
3. Then click on "Turn on FilterKeys".
