My machine is running Windows XP Media Center. I had AVG on it but had
to remove the program when a constant stream of pop-ups reading
"Filter Error - Please reinstall your Internet filter".

I can't get rid of the error message. I have searched the registry,
looked over all the .ini files I could find and still the error box pops
up whenever anything tries to access the Internet.

Oh yeah, no Internet either. the error message apparently blocks all access.

Any ideas?

You may have something running on the machine. You should use the tools
in the link like Process Explorer and other tools in the link to find it
, if possible. PE allows you to look at all running processes and look
inside a running process to look at the hidden processes that are using
them, if this is malware.

I would also look at the Event Logs on XP and see if any error messages
are showing there.

If this is malware, then it can hose the TCP/IP Stack preventing a
connection with the Internet.

You should try to secure/harden the XP O/S to attack as much as possible
