I find that on protected sheets with ranges enabled for editing, fill-down
behaves differently from copy and paste. Fill-down is not allowed if the
top row contains formulas or blank cells. Copy and paste always works. Is
there a reason for this?
Alternatively, is there a way to prevent users from inserting or deleting
cells, while allowing all other editing features?
