fill a cell based on another cells value

can i fill a cell with a color based on a value from another cell?
 
i looked into that but it all seems to be based on your filling the cell with
the value. i need to fill a cell based on a value from ANOTHER cell. if you
know what condition to use, it would be appreciated. thanks.
 
when you go to the conditional format option.
cell rules
more rules
use a formula to determine which cells to format
don't forget to press apply
