Files won't download when I click on a link in Internet Explorer

when I try to download software from the internet, it pop up like it's going
to download, but then after a minute I get a message that says Internet
Explorer was unable to open the site to download the software.
Also, when I'm signed into Yahoo, The PM screen will be there, but nothing
will appear when either party types...not sure if this is something that is
going along with the Internet Explorer situations or not...just giving all
the facts.... I've repaired all the .DLLs...still didn't help. Please email
me and let me know what you suggest on fixing this
