Files that show up on the XP desktop

On a regular basis a file with the name "~" and no file extension appears on my desktop. The contents are encoded in some fashion and I haven't found an application to read them to determine what it is. I have no idea what the file ois or what triggers it to appear. The file is consistently 180-200Kb. Anyone run into this before.

Known issue with an Outlook Express patch that was put out.
