files keep appearing after I delete them

I'm having problems with the internet explorer reposting favorites and home page keeps changing as well as my search page. I've found a program that re-installs itself when I reboot my system. How can I permantely delete the files and get rid of the program? Please if you could email me at (e-mail address removed) I'd REALLy appreciate it.
