Files deleted going where

When I delete anything it does not go to Recycle bin - Wheres it going?
Theres nothing ever in Recycle Bin? Help please. thanks

If you have an icon for the Recycle Bin, right click on it, choose
PROPERTIES, and make sure that you don't have Do not move files to the
Recycle Bin check box selected.
