Files and settings transfer

Does the files and settings transfer wizard back up all local user's files
and settings, or just those of the current user?

I.e. I have a family PC with 4 users. Is it feasible to use the wizard to
back up data while I blow away my install of XP Pro, and restore them to a
fresh copy?

If not, what is the best method? Is it as simple as copying the 'documents
and settings' folder over to another drive and then dropping it over the top
of the fresh install?
