file wont delete

Cleaning up my disk and tried to delete a movie file get the message that it
is running with another programme..I checked whets running and there is
nothing.So how do I delete it.I believe this is a common problem on XP

Restart computer and try again.Go to task manager and
make sure nothing is running.If that don't help go to
this site and scroll down to Delete.

"Go to Start/Run/CMD and type in: regsvr32 /u shmedia.dll
To re-enable it: regsvr32 shmedia.dll
And/or run this edit, then try to delete it.
