Maybe try booting into safe mode and deleting it fom there or better yet,
keep track of where it is located, then boot using a dos boot disk of some
sort and navigate to the directory and folder it is in and delete it from
there.
It probably won't delete from windows because as you say, it is not a jpeg
as it pretends to be and you can't delete it while windows is busy "using"
it. Hope that does it.

I don't know if my problem is related to yours - have you
attempted to move a file by drag and drop or cut and paste?
I have had no trouble until the last week or so - possibly
after downloading and installing some of Microsoft's
recent patches!
I decided to tidy up some of my folders; opened Windows
Explorer, selected several files - both .jpg and video
files and moved them to other folders by 'drag and drop'.
They duly vanished from their original locations and when
they arrived in the new ones they were identified as,
say, .jpg or .wmv or whatever, but there were no
thumbnails any more. Any attempt to do anything with these
files gives me a 'not authorised' message! The video files
insist that they are already in use and cannot be
modified. I can not move them back, or rename them or
delete them. Shutdown and restart did not help. I cannot
set permissions that will allow me to touch them even in
the admin account!
I tried again with a couple more pics - this time 'cutting
and pasting' - with exactly the same result. I now dare
not attempt to move anything on my PC from its present
location for fear of losing it completely! I haven't dared
to try .doc or .xls files (I may create one purely for
test purposes so that it won't matter if I lose it!)
because I can't risk losing those.
I can't help but wonder if this is some sort of DMCA
protection gone totally berserk - i.e. assuming that any
video or picture file must be copyright and automatically
blocking access to it.
For the record, this is NOT a virus. I have a completely
up to date anti-virus programme and a firewall - and a
complete scan tells me that all is in order! I am a
computer engineer and spend all day solving computer
problems - but this one has me defeated (except possibly
for a complete reinstall of XP minus patches!).
Any help would be most welcome!
Peter.
