On one of our computers, for a domain user, we are unable to set a specific
program to run a specific file extension.
the change button is grayed out, even when we go to contorl panel->folder
options and start it with 'run as', as a domain administrator, it is still
grayed out.

I can't find a file type like this at the moment but I know I've run across
it before. From Tools | Folder Options | File Types tab, select the file
type in question. What is normally the Advanced button should say something
like Reset. Click that and the Change button should become available again.
