I kepp seeing this:

Type * regsvr32 /i shell32.dll*

Pardon my ignorance, but what exactly does it do?

Hi,

It re-registers the shell32.dll file and hence the various registry settings are reverted to "factory conditions". This
also fixes the very commonly experienced 'Search companion opens when i double click a folder'.

The registry can be manually edited to fix the problem too. More info about this procedure:

Editing the registry manually should be done very cautiously since editing it incorrectly can render the OS un-bootable.

As Anando said, registering the Shell32.dll resets missing/erroneous
registry values to factory defaults. No changes are made to your user
profile or customizations, as they are mostly stored in the
HKEY_CURRENT_USER hive.
