file transfer

I cannot transfer a text document b/w my XP and 2000 machine. The machines were working fine the other day and new software was installed on the 2000 machine and now it will not let me transfer a simple text file.
 
What does "cannot" mean and how are you trying to "transfer" the file? And
do you get an error? And if so, what is the error?
