File Sharing/Folder Permissions

Actually i have 2 questions.When connecting my External
USB HDD Box,i always have to Re-set the Sharing
permissions.Unlike my IDE Drives(C:),Which always stays as
is.(file sharing permitted)How can i set it so the
External HDD defaults to permit so i dont have to always
reset?And also,when i do check the "allow/permissions",it
seems to scan the HDD and shows"Setting Folder
Permisions".This accures every time and runs for like 10
minutes.
