File server upgrade from NT to 2000

We have one NT Domain Server and one NT File Server(also the BDC).
a) We want replace the PC of the NT File Server(BDC) with New powerful PC.
b) The new power PC is 2000 server installed.

1) What's the correct procedures to achieve the goal?
2) How to retain all the groups and users right to all files access right on
the file server after moving the file to new PC?

Win 2k can not be a BDC.
Win 2k can only be a PDC emulator (by upgrading the PDC) or a member server
on a NT 4.0 network.

You might think about installing NT 4.0 on the new server as a BDC while
connected to your existing network. Use a temporary name and IP address
consistent with your network. Use Scopy or robocopy to copy the files from
the old file server to the new file server. Remove the old file server,
change the IP address and rename the new file server to match the old file
server.
At this point you can either leave your domain the NT 4.0 state or if you
want to upgrade the domain to Win 2k you would promote the new file server
to PDC then upgrade to Win 2k and AD.
