File Replication

I am at a stand still and looking for some assistance. I
have three servers in my domain acting as domain
controllers. srvr1, srvr2, srvr3. They are all running
Win2k, sp4. When I run dcdiag I get an error on the
advertising and frssysvol:

Starting test: Advertising
Warning: DsGetDcName returned information for
\\srvr1.dcoffice.designcollaborative.com, when we were
trying to reach srvr3.
Server is not responding or is not considered
suitable.

The Active Directory may be prevented from

There are errors after the SYSVOL has been shared.
The SYSVOL can prevent the AD from starting.

Server srvr1, which is the PDC and FSMO has the SYSVOl
shared, however neither of the other two servers have it
shared. I have worked through all items listed in
MKB#257338 except for the ones referencing NTFRSUTL.exe as
I do not have nor can I find the file any where (including
microsofts website). If I check the logs or if I go into
AD Sites & Services everything seems to replicate fine.
srvr2 has been in the domain for 6 months and srvr3 for
about a week. I just recently discovered this in
preperation of upgrading to Exchange 2003. Does any one
have any ideas that may help me?

From KB 257338
"NOTE: Ntfrsutl.exe is a utility included in the Windows 2000
Resource Kit." Do you have the Win2k reskit?

No, if I search on downloads on MS website I can find
everything but that utility. Even if on search on the
resource kit I can not find it.
