File removal

I have a strange file: ~DF5DC6.tmp I'm trying to delete.

It's located in Documents and Settings/Owner/Local
Settings, is about 80 KB size, and even with DOS I can't
delete it. Is it necessary. DOS and Windows says it is
in use--but for what purpose? Does anyone have any
suggestions?
 
When rebooting your computer press f8 to get into safe
mode. try deleteing the file in safe mode. if that still
does not work bring up the task manager and end
explorer.exe, then bring up the task manager again and
start a new process, start cmd.exe, and i think u know
what to do, since u already tried dos, but try it without
explorer running

the file you are referring to is a file that is either currently being used
by windows or has been used by windows
ie - when you open a office document a temp file will be created so that
while you are editing thefile windows can update a file wthout messing up
the original and thats where we get a temp file from.
so - like any other file you cannot delete it while it's in use, it may be
that you have a program running that creates this file in temp when it is
running so you won't be able to delete it.
(~) b4 the may sugggest it is in use
alternatively you can check the file by right clicking on it selecting open
with...andtryopening with something like notepad
this should givesome garbage to you but some of it may be legible. this
readable part ofthe file should tell you what program it is using to run and
even what file. if this for some reason does not work or you are not yet
satisfied then you can delete the file in DOS
using - being your drive letter where windows is installed and where the
file should be.

X:\> del X:\docum~1\owner\local~1\temp\~DF5DC6.tmp

this will get rid of it for sure
