File named ~ after Outlook Express upgrade

Hey All,

After recently upgrading Windows XP to SP1 (including the
security updates for Outlook Express 6), I keep finding a
file named "~" that mysteriously appears on my C: drive.
I've opened the file with notepad and it appears to
contain some characters from my address book. Is there
anyway to keep this file from appearing?

The tilde (~) is a result of this patch:

The file is created when certain changes are made to your address
book.
The files can be safely deleted.
A search of Google shows many having the same harmless but possibly
annoying issue.

My understanding is that Microsoft is aware of the issue.
