File name shortening when writing to a CD

How can I avoid having my long file names cut short when I write to a CD? Is
this a path length limitation or file name limitation? Is this a Windows
problem or a cd-writer problem?
 
It is a stipulation of the file system that is used on the CD. It is not as
generous as either the fat32 or NTFS filing systems.

Type filenames and pathdepth into HELP for whatever software you're using to
write CDs.

Choose a different File System when writing CDs.

Depends on what File system is used to write the CD.
