"File may not be safe"

I have a database developed in Access 2002. Whenever someone using Access
2003 (under Windows XP) tries to run it, they get the following warning
first:

"This file may not be safe if it contains code that was intended to harm
your computer. Do you want to cancel this operation?"

How can I make this message go away?

You can buy a code-signing certificate (recommended) and use it to sign all
your projects. Go to Microsoft's website and search in the Office section
for a list of of companies offering them. Be aware that individuals cannot
get one. You must have a company.

Or

You can open the Tools menu, go to Macro item, choose Security, and set it
to Low.
