File Locks in Windows

Is there a tool or method to determine which user or application has a lock
on a file in Windows 2000?

-Go to Computer Management
-Expand Shared Folders, go to Open Files
-You should see what files are opened
-If you go to Session, you should see who are connecting to the computer
 
But this only helps with share folders and files..

i was referring to a local machine. Is there a tool that can tell you which
service has which file open or locked? It's not a shared file, it's a file
on the local machine and local hard drive...
