File locked by FTP

I am running a ftp server (FileZilla) on Windows. I find that I was
not able to delete/overwrite files that are currently downloading by
clients. (share violation)

Do I have to do so by stopping the ftp server first? Is there any
alternative solution?

You should be able to delete/overwrite a file while the ftp server is
online, however making sure the file is not currently open or otherwise
being accessed. You have to wait till the transfer is completed or aborted.
What good is a server if you have to shut it down every time you want to
manipulate a file?
 
I use FileZIlle (both Server and Client) and I recall that there
should be a way to message the user to let him / he know to stop the
downloading / that you are going to stop the downloading.

One that is done, you can replace the file - the server interface
itself / service do not need to be stopped, only the accessing and
downloading by users, as Ceg said.

(so I changed my sig to read declaration instead of abomination, since
it was in fact true)
