"file in use" crashing my computer - not in use!

I have an incomplete movie file (completely legal) on my
computer, that I canceled the downloading of because it
just wasn't worth the immense size of it. Anyway, I can't
open the file, because it's not valid, and every time I
open the folder it is in, my computer comes to a crawl.
If I do the control+alt+delete thing, it shows
explorer.exe taking up immense amounts of memory, it
usually starts at about 5,000 and steadily increases up
to 300,000, then fluctuates. I tried deleting the file,
since this problem only occurs when the file is actually
visable in explorer. It says the file is in use by
another program, I assume because it's an incomplete
file. Unfortunately, everything else is closed! I'm
asking if anybody knows how I can delete this file by
bypassing its use by whatever program is using it. I'm
quite out of touch with the whole DOS thing, but I figure
my best bet is if somebody knows the system well that can
walk me through the process, I can eliminate the problem.

Please respond if you have any ideas, as I can't access
any of my music or videos without crashing my computer.
Appreciate any of the help.
