file in use by another user

Hi,
why is it that when I try to delete specific game files
or some spyware files I get the error message: "Cannot
delete (filename): It is being used by another person or
program. Close any progrmas that might be using the file
and try again."

I am the only user & I am not using or running the
program. If I am, how do I stop it?

The program may be running and you don't know it. Spyware/Garbage that is
programed to run at startup. To check what programs are running
Start > Run > type in the box msconfig.
