file in conflict

I just installed FrontPage 2002 so that I can update an existing website.
Server extensions are installed. I imported the site (all limits checked
off), then published to a local folder to save a backup. I made a minor
cosmetic change to one page, then attempted to publish to web. All files are
listed in "conflict" status. How does a person debug this? The log doesn't
list anything for this action. I can't seem to find anyplace that has an
explanation for the "conflict". Thanks for your help!
 
Do not Import an entire web site.
Open the remote (online) site in FrontPage and http:// Publish it to
your hard disc. Then the sites will be in synch. with each other, and
the conflict should not arise.
 
Does this make sense:
1. Make backup copy by opening the remote site and publishing to local drive.
2. Make 2nd copy (using process from #1) & publish to local working folder
3. Make updates to files in working folder
4. Publish to web from working folder

And this will eliminate the conflicts? Thanks so much for your prompt

That should eliminate conflicts, and the backup is sensible.
Occasionally files are marked as conflicts for no apparent reason - if
you know that your local web is up to date, and the remote has not
been edited, then opt to overwrite the conflicting files - this
usually resolves the problem.
Note that if you Import the web site and then publish, every file will
be marked "conflict".
