My aim is to make movies for DVD. I've been using WMM to capture and edit
AVI files.

However, to save space, I want to temporarily store these files to
data-DVD's for later re-editing. Is WMV the most suitable format for me to
use for this?

I would appreciate any help.

Yes... with the understanding that any compression to reduce space, and then
go thru a future editing process is going to result in less quality than
going from DV-AVI to DVD.

I'd suggest the Video for local playback (2.1 Mbps NTSC - or PAL) profile
option....

test it and see if it meets your needs... if you need higher quality, you
can create a custom profile that uses a higher bitrate... see the Saving
Movies > Custom WMV Profiles page of my site.

Why not just save the AVI file to DVD, then put it back onto your HD later
when you're ready to edit it? That's what I was planning to do.
