file folders won't delete

am having a problem with some folders that would not
delete when I uninstalled the program. I called the tech
support guy at the company that made the program (It's
Remotely Anywhere) and he said it sounds like an
administrator problem. I am the administrator as this is
my computer.I checked and it said I have full access but
when I try to delete the folders I get the
message "cannot delete file. cannot read from source file
or disk". I really would like to get these folders off my
computer. It won't let me move them, change the name of
them or anything. That is very annoying.
I hope someone can help me.
If anyone has an idea how to fix it would you please

The "access denied" and/or "cannot delete" messages will appear if a file
is in use. The Remotely Anywhere program may have an item remaining in
startup. Disable the item from startup and the files/folders will be
accessible for deletion. If unable to disable using MSCONFIG or the remains
of the uninstalled program, try starting in Safe Mode and deleting since
extra services and programs will not be loaded.
