I have read the articles about Internet Explorer not
saving graphics files in the proper format in Windows XP.

I have done everything the articles suggested; emptied
temp files, cookies, double checked encrypted pages, etc.
No change.

I want to "save" Jpg files as Jpg files not .art or .bmp
files which I cannot open in Adobe Photoshop.

This problem is driving me mad. Are there any newer fixes
for this problem?

Check with registry editor - run regedit.exe - at
HKEY_CLASSES_ROOT\Mime\database\ContentType\image.jpeg

In the right pane the Extension line should be on .jpg - if it isn't,
change it
Also check image/pjpeg
