"file error" AND missing desk top icons

I just installed XP over 98.

on start up I receive a "fill error" message indicating
that I am missing WPSLP.DLL. this appears to be a canon
printer (620) file. Suggestions?

on start up my desktop icons are the "ms-dos" icon and I
have attempted everything to change them but changing the
icon properties does not work. Suggestions?
