file copy blocking

Is there a way to allow read write access to a file, but
not allow the file to be copied in it's entirety?
 
Not within the native OS. I understand that the new Office has a technology
that can control this and that some use Terminal Services to try to stop
copying by not enabling TS cut and paste. --- Steve
