File Catlogger/Organizer and Print to HTML with Links

Hello,

Would anyone know of a freeware program that would allow one to store a
description and other information about a files and then print it to an
HTML page, but also provide a link to the file from this HTML page?

I have been looking for a program to organize all of my software and
freeware and maintain it with updates, descriptions, serial numbers,
versions, etc. and then print it to an HTML page with the links to
download the file directly from my Intranet. Something like Software
Collector would be nice, but with the file linked HTML page capabilities.
