File can't be opened

I run Outlook 2007 on Windows XP, sp3. I have an old Outlook
archive.pst file of 1.6mbs. When I install it in Outlook through the
File Management procedure, then try to open the file, an error message
appears saying it can't be opened. No reason is given. I think
there's an Outlook file fixer program. Can anyone suggest how this
problem might be fixed? Thank you.

1.6MB is not very big for a pst-file and it would suggest that it only
contains a handful of items if any at all.
You could try scanpst.exe though to check if there is anything recoverable
in that file.
