File Bar Menu Automatically highlights

Whenever I enter a program the File Bar has a slightly yellow outline and
when I move my mouse across them they become the normal gray highlight,
however, when I move my mouse away from them they become fully Yellow. This
doesn't affect the performance of the computer but it is very annoying.
Please if anyone can help please do so, I would be grateful.
 
One of the IE dll files is probably corrupt. If you upgraded to IE7, add
remove will let you remove it and reinstall to correct the broken file.
