file attributes won't change from read only

For some reason all files and folders on c drive have read
only attribute. They cant be changed, or when i do do and
then check again or reboot they are read only. I have
norton system works on and stopped all its protection
crap, but how do i fix this.

but does not work i recon norton has changed the system
registry some way pw
